Cyber Threat Advisory
LNG Sector Vietnam

Protecting Vietnam’s LNG operations from a fast-changing OT threat landscape

Vietnam’s LNG sector is moving quickly, and that speed is creating a larger OT attack surface. PV GAS says Thi Vai LNG Terminal is being expanded toward 3 MTPA, Son My LNG Terminal is planned at 3.6 MTPA in phase 1 with room to scale further, and Vietnam’s Ministry of Industry and Trade continues to push implementation of the adjusted Power Development Plan VIII. At the same time, CISA warned in 2025 that even unsophisticated cyber actors are targeting ICS/SCADA systems in oil and natural gas environments, while MITRE ATT&CK for ICS continues to document the exact behaviors that matter most in operations: denial of view, manipulation of view, manipulation of control, default credential abuse, and theft of operational information. For LNG operators, the risk is no longer limited to data theft or phishing. OT environments must now account for long-dwell intrusions, supply chain compromise, ransomware that targets HMI and engineering systems, and manipulation of industrial protocols that can disrupt visibility or control.

Why This Report Matters

This report matters because it turns broad cyber concern into operational intelligence. It is written for leaders who need to understand where the real exposure sits: not just at the firewall, but inside the industrial process itself. For LNG operators, that includes regasification systems, remote access paths, historian links, safety instrumented systems, and the contractor ecosystem that supports day-to-day operations.

The report is especially relevant for Vietnam because the country’s LNG footprint is still maturing while demand, investment, and interdependence across power and gas networks are all increasing. That combination creates a narrow window where attackers can blend into normal change activity, vendor maintenance, and commissioning work. This is exactly the kind of environment where weak segmentation, default credentials, and poorly controlled remote access become serious business risks.

Why It Is Important to Download This Report

If you are responsible for OT security, plant reliability, or cyber risk governance, this advisory gives you more than awareness. It gives you a practical lens for decision-making. You can use it to brief leadership, justify security investments, and identify which assets deserve immediate attention.

Downloading the report helps your team see how threats map to real LNG operations, why certain attack paths are more dangerous than others, and what should be fixed first. It also helps build a shared language between security teams, operations teams, engineering, and management. That matters because in OT, slow alignment often becomes slow response.

This advisory is also useful because it focuses on credible scenarios rather than generic cyber noise. It covers the types of risks that matter most to LNG environments: protocol abuse, vendor compromise, PLC manipulation, GPS spoofing, and ransomware that can blind operators during live operations. The goal is not fear. The goal is preparedness.

Key Takeaways From the Report

Vietnam’s LNG sector is now a high-priority target for cyber threats, driven by rapid infrastructure expansion and increasing geopolitical significance.

OT environments in LNG operations are highly exposed, especially during commissioning, integration, and vendor access phases where security controls are still maturing.

Data manipulation is the most dominant attack technique, often more prevalent than ransomware or disruption-based attacks, making threats harder to detect in real time.

State-sponsored threat actors are actively targeting Southeast Asia’s critical infrastructure, with a focus on long-term access and pre-positioning rather than immediate disruption.

IT-OT convergence is a major risk pathway, particularly through historian systems, OPC-UA connections, and corporate network integrations.

Remote vendor access remains one of the weakest security links, creating opportunities for supply chain compromise and unauthorized OT access.

Ransomware targeting HMI and engineering workstations can disrupt operations without directly attacking PLCs, forcing unsafe manual intervention.

Default credentials and poorly secured edge devices (RTUs, IIoT sensors) continue to be one of the most exploited entry points in OT environments.

GPS spoofing and timing manipulation are emerging risks for LNG maritime operations, potentially impacting navigation, safety systems, and forensic visibility.

How Shieldworkz supports LNG operators

Shieldworkz helps LNG and industrial organizations move from uncertainty to action. Our OT and ICS security services are designed for the realities of live process environments, where visibility must be passive, response must be precise, and every control must support operational continuity.

We help teams identify exposed assets, monitor industrial traffic, validate remote access, review OT risk against accepted frameworks such as IEC 62443, and build practical remediation plans that decision-makers can approve. Our approach is built for environments like LNG import terminals, gas-to-power assets, pipeline networks, and the wider industrial supply chain.

For organizations that need continuous protection, Shieldworkz also supports threat intelligence, managed OT monitoring, incident response planning, and risk assessments that align security work with what the plant actually needs. The objective is simple: reduce uncertainty, strengthen resilience, and give your team confidence before an incident forces the issue.
